When you think about The Nightmare Before Christmas, the character that likely comes to mind first is Jack Skellington, the Pumpkin King. I’ve seen cosplayers turn themselves into spindly-looking skeleton Jacks, but I haven’t seen many dress as the Mayor of Halloween Town. Instructables user Samjamfx made a tutorial detailing her process for making the character’s mask and accessories from easy to obtain supplies like cardboard, rigid wrap, and Model Magic.
They shaped the cardboard into the Mayor’s hat with duct tape and then made all the add-ons — the spider tie and the Mayor’s badge — with the air dry clay:
To make the spider roll small amount into a ball for each segment of the body and push together. Then roll out sausage like tubes for the legs.
The badge is very similar, your working with strips and a circle. Lay out the strips and then fold in half attaching them to the back of the circle you cut out.
