Adapting a Toothless from How to Train Your Dragon into a costume can be handled a few different ways, and I’ve highlighted a few in the past. You can make an entire dragon that you can operate from the inside like a puppet, you can sew a fabric outfit like a kigurumi, or you can build armor for a humanized Toothless. KP Cosplay did the latter when she made a Toothless helmet. The above video details her process for using EVA foam, black Worbla, and other basic supplies to become a dragon.
